Remove org/apache/xml/security/resource/xmlsecurity_de.properties?

Does anyone have any issues if I remove this file? It is the only 
non-English property file in the Santuario distribution and I think was 
added a long time ago when one of the original authors was from Germany. 
It also isn't encoded with UTF-8 chars.
