Could you change that GPL license line on that page to LGPL (but keep
the SISSL license clause)? After the change, the Solver code will be

To become part of OOo, the component has to be covered by a JCA.
Technically, with the JCA, the set of licenses on the sourceforge page
doesn't matter, but it's still best to change them to LGPL/SISSL, to
match OOo's licenses.
