No change is planned immediately, maybe later.
We are also being badly hit by Issue 32785, where Calc simply damages
text (Russian, in particular) when saving in Excel 5 format. I do admit
that Excel 5 is very old format, but unfortunatly it is being widely
used by 3rd parties (some of which are extremely popular) to output data
to Excel. When such file is being saved, Calc defaults to saving it in
Biff5 format, damaging data.
If fixing export filter is too resource-consuming, I would suggest
disabing (as installation default) saving in this format.
If you save to any format except OpenDocument, you may lose (different
amounts of) information. That's why there is a warning message in such
cases with the default installation. Perhaps the warning should be more
configurable (per filter, or something), but disabling any one filter
because of it seems wrong.
