Basically the problem boils down to not having text delimiter in pairs (http://www.openoffice.org/issues/show_bug.cgi?id=31441). I have the file with me and found offending line, if anyone needs the file.
That other spreadsheet app handles this scenario by treating everything between unmatched delimiter and next record separator as single string. We are trying to search for matching text delimiter ignoring record separators, so our behavior argurably can be improved. Should I file RFE for that? Does it have any chance of being implemented?
