I can confirm this issue with OOo-dev 3.0 m28.

If I write the following strings using an English locale:
1,1
2,2

and perform the indicated operation, then I end with: 2,1 (every entry is text as the comma separator is '.' in the English locale). However, '2,2' was the string entered by the user, so it shall not be changed to '2,1'. This is definitely a bug.
