SDAP-12 Remove JPL Copyright and add Apache License
Removed JPL Copyright headers from all files.
Added Apache License to *.py, *.pyx, *.java, *.groovy, and *.gradle files.
@lewismc Let me know if there are other file types that require the Apache
license header.
This was branched off of SDAP-8. So
https://github.com/apache/incubator-sdap-nexus/pull/3 should be merged before
this one.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/fgreg/incubator-sdap-nexus SDAP-12
