SolrProxy in data-access uses pysolr library for querying Solr, but it
currently only hits one Solr node even if there is a SolrCloud cluster running.
Update SolrProxy in data-access to spread requests across active Solr nodes, or
even better, make requests to the Solr nodes that have the dataset of interest.
