This issue is related to https://issues.apache.org/jira/browse/SDAP-39 where we 
found that providing a global POLYGON as a search parameter resulted in an 
incorrect number of matches. Using a POLYGON with more points returns the 
correct matches, but appears to perform worse than a bounding box query.

Perhaps we should index tiles as an ENVELOPE until we have non-retangular tiles.
