Depth implementation updated to follow agreed upon structure.
This PR also includes some other bug fixes including
https://issues.apache.org/jira/projects/SDAP/issues/SDAP-188 - the time was
being generated incorrectly in the netCDF implementation and resulted in being
off by 8hrs in all cases.
