When scanning large directories, the Collection Manager sometimes loses its
connection to RabbitMQ, and does not reconnect. This should be fixed so that 1)
the RabbitMQ client does not remain idle and drop the connection when taking a
long time to scan granule directories, and 2) the client will attempt to
reconnect if the connection is dropped.
