I am genuinely puzzled why SDAP has not started talking about graduation on the dev list. Graduation in the ASF basically consists of a discussion followed by a vote on the dev list, and a discussion followed by a vote on the Incubator list. There are some housekeeping tasks in the middle, and there is a vote by the Apache board at the end, but the email threads drive the process.
I thought it might be useful to see how another project that I mentored, Hop, went through the process. You could use their emails as a template for your process.
