This is a call for vote to release Apache Seata(incubating) v2.7.0.

The previous incubator vote was cancelled after a binding -1 on the
Round2 RC (LICENSE AL2 text, third-party headers, binary-root
LICENSE/NOTICE, and Maven BOM vs staging). The fixes are

Build Environment: JDK 8+ to compile from source.
Maven publication of this RC (including seata-threadpool-loom and
json-common-jackson3) requires JDK 21+.
