Delete the scala implementation of GeoHashDecoder since we already have a Java one 3. Remove all unneeded sedona-core/sedona-sql dependencies in `sedona-flink` 4. Move `circle` test to `sedona-common` since the circle is already in `sedona-common` 5. Move `indexserde` test to `sedona-common` since indexserde has been moved to `sedona-common` ## How was this patch tested?
