Add docker support for easy setup for spark-sedona:1.3.1-zeppelin and
spark-sedona1.4.0-jupyterlab.
Zeppelin latest version 0.10.1 supports spark till 3.0.* so we can only use
sedona 1.3.1 and sedona 1.4.0 with jupyterlabs
