The PR name follows the format `[DOCS] my subject`. ## What changes were proposed in this PR? Now testing for markdownlint rule `MD001`. Heading levels should only increment by one level at a time. Also some small improvements to markup and ordering of headings. Added links to JetBrains tools and RStudio. ## How was this patch tested?
