Refactor the raster registration flow so raster functions which relies on GeoTools become optional. 2. The RasterUDT and Raster UDAF will be registered only if GeoTools coverage exists 3. Regular raster UDF will still be registered anyways but they will not block the registration process since they will not be loaded unless someone explicitly call them. ## How was this patch tested?
