Upgrade frmo jts 1.19.0 to 1.20.0
There are improvements to overlayNG and relationNG.
There are some changes to the existing relation and overlay logic that are
breaking some unit tests. There are also some changes to at least 1 API sedona
uses that require minor code changes.
