[PR] [CI] pre-commit autoupdate; configure `bandit[toml]` dependency [sedona]

   Under bandit settings it lists the additional dependency for toml files

   - No  this is a CI update. The PR name follows the format `[CI] my subject`
   
   ## What changes were proposed in this PR?
   
   Update the hooks.
   
   ## How was this patch tested?
   
   First ran `pre-commit autoupdate` to update the hooks and then ran 
`pre-commit run --all-files` and got the error below:

   Added the new dependency for TOML files and now pre-commit passes
   
   ## Did this PR include necessary documentation updates?
   
   - No, this PR does not affect any public API so no need to change the 
documentation.
