Users want a reconfigurable interface to annotate web content (e.g., videos)
Some web content will have it's own interface, but STOUT should have a meta
interface building off its existing widget. This will allow them to enter in
data about their UX experience or interact with less interactive web content to
enter comments, annotate, etc.
