Thanks for your patch. Just adding a comment that we know about it.

I'm unable to review and/or test this support. Perhaps somebody on the 
mailinglist may be able to help here.

TortoiseSVN, AnkhSVN and perhaps a few other users already support CAPI with 
the current code, by patching the openssl build to enable the capi engine at 
that level.
