In chatting further with Infra, it appears that the older TLP servers have the 
U+FEFF there and the newer servers have it stripped out on-disk.  So, depending 
upon which server you hit, it'll either have it or not.

I can't see it with an editor...so, if you can see it and want to commit a 
change to the serf/site repository that strips it, go for it.  But, I can't see 
it with any tools that I have locally...
