[SMX4] Build Problem

Just a heads up that a fresh check out of the source from svn against a 
clean repository does not currently build.

This is because the master pom in the kernel/ project references 
<servicemix.legal.version>1.0-SNAPSHOT and the current legal/ project 
builds 1.1-SNAPSHOT.

Updating the pom to use legal-1.1-SNAPSHOT fixes things.
