Since JBI container only receives a DOM document from the JBI component and has
no way to know the base location (if there is one). so we need transform the
relative path import xsd to inline xsd to avoid exception like
avax.wsdl.WSDLException: WSDLException (at

occurred trying to resolve schema referenced
