Make activemq feature depends on transaction

The activemq broker configuration exports a ConnectionFactory in OSGi which has
a dependency on TransactionManager.
This means that the ConnectionFactory can not actually be used unless the
transaction manager is already present in the OSGi registry.
At the same time, we need to change the cardinality of the TransactionManager
to 1..1 instead of 0..1
