most test failures are caused by "The Policy engine now defaults to on instead
of off" as mentioned from [1]

Also we need keep cxf version same as used in servicemix-camel (where camel 1.6
are using cxf 2.1.4), so keep to use cxf 2.1.4 for this release is a good option
