Update utils/components to jencks 2.2

The jencks 2.1 parent pom has a repository pointing to
http://servicemix.org/m2-repo which is no longer valid. This can cause
corruption to the local maven repo when building because html files are
retrieved from that URL and stored as jar/pom artifacts.
Jencks 2.2 fixes this issue. SMX4 has been updated but there are a few
remaining references to jencks 2.1:

servicemix/components/bindings/servicemix-jms/trunk/pom.xml
