[VOTE] Release servicemix-pom 4 and servicemix-utils 1.2.0

Hi,

In preparation of the components 2009.02 release, I have stage the 
servicemix-pom 4 and servicemix-utils 1.2.0 releases.

Once these releases will be accepted, a cleanup will be performed on the 
components-pom and in the pom of each components.
