The smx4 all directory contains svn:externals that point to all of the
specific projects in trunk.  It also contains a pom.xml that has the build
order for the submodules, so you can go off of that to see how the normal
build works.  Normally you should be able to work in NMR or Features without
building all of the other projects because we deploy snapshots of everything
to the Apache snapshot repo.
