The persistent id used to configure the cluster engine is
'org.apache.servicemix.jbi.cluster.config' which results in a config file
named 'org.apache.servicemix.jbi.cluster.config.cfg'. This is different from
the other files in /etc where none of the other files ends with .config.
I suggest we change the persistend id to 'org.apache.servicemix.jbi.cluster'.
