OpenSAML jar files should be wrapped as OSGi bundles. It's required especially
by CXF (in the OSGi area).
Three bundles should be provided corresponding to:
org.opensaml/xmltooling/1.3.1
org.opensaml/openws/1.4.1
org.opensaml/opensaml/2.4.1
