Fix For: 4.4.0
CXF 2.4.4 uses
mvn:org.apache.servicemix.specs/org.apache.servicemix.specs.jsr311-api-1.1.1/1.9.0
whereas in a couple of places in the features project we are using
mvn:org.apache.servicemix.specs/org.apache.servicemix.specs.jsr311-api-1.1/1.9.0.
