cxf 2.4.4 are using wss4j 1.6.3 which have CRL support(since from 1.6.1), but
the component installer zip are still refer to wss4j 1.6.0, this isn't a
problem for SMX4.x, as we have correct version in features.xml, but it's a
problem for SMX3.x which embedded all necessary dependencies.
