perform a build, and call a vote. If the vote passes, it's an Apache
Release. An EOL declaration basically says there are no current
plans to do
anymore releases, not that there won't be any more releases.
That said, getting enough votes to release on an eol branch might be
difficult as folks may not feel like spending the time to look at it.
