* [SMX4-277] - [Specs] Unable to read META-INF/services/* which
have comments on the first lines
* [SMX4-1265] - jaxp-api fails to find DocumentFactories and other
factories when in lib/endorsed
** Improvement
* [SMX4-1280] - JAX-RS Spec bundle should export package with
version 2.0 and 1.1
** Task
* [SMX4-1284] - Create a spec bundle for javax.ws.rs-api 2.0-m13
