Ah crap. commons-configuration is already an OSGi bundle, but it has incorrect
MANIFEST.MF. That project is hit by the same issues that we had at SMX as well,
where the SMX team had to go over all the bundles, and cut new releases, to fix
the <scope>optional</scope> in pom.xml, not being honored corrected by the BND
tooling.
So this makes all the 3rd party dependencies = scope=compile, which mean you
need to add all the JARs to have it even deployed in OSGi container.
What a nightmare.
