I think the first error might be because the release is still under vote.
Unless you pick the full release which has all the artifacts, you have to add
the staging repositories to etc/org.ops4j.pax.url.cfg first before you can
install the features. The artifact mentioned seems to be available in
https://repository.apache.org/content/repositories/orgapacheservicemix-138/
