as currently activation-api-1.1 is using a little bit different way(not exact
as the common OSGiLocator way in other specs) to build the MailCap in OSGi, so
it works only as a bundle, but not when get endorsed.
We need add more logic in org.apache.servicemix.specs.activator which is the
activator used for endorsed specs to take care of this issue
