By upgrading org.apache.servicemix.bundles.fop from version 1.0_3 to 1.1_1, all the org.apache.batik.* packages are now mandatory:

Was this change intentionally? If yes, shouldn't we provide bundles for all the "org.apache.xmlgraphics" artifacts?
