Description: As workaround for SM-2279 the start level of
{{org.apache.felix.bundlerepository}} has been changed in
{{assembly/src/main/filtered-resources/startup-obr.properties}} from {{10}} to
{{30}}. This change should be reverted after ARIES-1182 gets fixed (was: As
