Are you able to access to central from the machine where ServiceMix run
? Do you need a proxy ?
The artifact is on central:
http://central.maven.org/maven2/commons-codec/commons-codec/1.6/commons-codec-1.6.jar
Depending of the proxy type, you can use the JVM system property to
setup the proxy.
You can use a local Maven repository (Archiva, Nexus, whatever) to proxy
central, and that you configure in etc/org.ops4j.pax.url.mvn.cfg
