After removing the the {{joda-time}} from {{startup.properties}} the problem
described in SM-2301 happens again (with Karaf {{2.3.5}} it worked). Moreover,
after setting {{respectStartLvlDuringFeatureStartup=false}} the problem doesn't
occur anymore.
I can't reproduce this problem in {{5.0.x}}. This problem should happen after
upgrade to ActiveMQ {{5.9.1}} in {{5.0.x}} too. There was this option never set
to {{true}}.
Has been the logic of {{respectStartLvlDuringFeatureStartup}} changed in Karaf
{{2.3.6}}?
