When I tried sending the request for the mailing list, the webapp told me that the list already exists, so you can already go ahead and subscribe to it by sending a mail to [email protected]. I raised https://issues.apache.org/jira/browse/INFRA-8155 to get that address set up for receiving JIRA notifications.
