I really don’t know if the new OpenSAML 3.1 bundle fully “works”.   It deploys 
fine and dependencies can be met.  I’m just not sure if all the use cases work 
yet.   That said, releasing it would be fine.    Worst case: we do another 
release when we have more time to fully test it.
