Hi ShardingSphere

We are going to move repositories to Apache org soon, plan says Jan. Then we 
will face preparing and organizing our Apache release, 
beside feature requirements, such as PostgreSQL DB support is the key, we need 
to know how to do Apache release.


SkyWalking has a long document, lists all steps when SkyWalking release manager 
does that. I think you could learn from it.

Also, attention, Apache release requires you prepare LICENSE/NOTICE for source 
and distribution packages, which are not same.

First release is hard, usually take 3-4 votes and more than 1 months to 
prepare. Since I am in the project, I hope to assist you move easier.
