Hi, all To add an API for configuring whether ShardingSphere checks the metadata consistancy of all the tables at startup is in progress
Many users will pay more attention on performance at startup, and do not want to check the metadata consistancy of all the tables in database, but others want. Therefore we need to add API to make user decide to check it or not.
