The Build workflow on `master` fails during the root project's Apache RAT check because `.asf.yaml` has no license header: > Failed to execute goal org.apache.rat:apache-rat-plugin:0.15:check ... Too many files with unapproved license: 1 Failing job: https://github.com/apache/shenyu-plugin-store/actions/runs/37867098957/job/113616315427 Add the standard Apache license header used by the existing YAML files to `.asf.yaml`. This is a comment-only change; the ASF branch protection configuration is unchanged. Validation on JDK 17: - Before the fix, `./mvnw -B -ntp -N apache-rat:check` reproduces the failure and identifies `.asf.yaml` as the only unapproved file. - After the fix, the same check succeeds with `Unapproved: 0, unknown: 0`. - The exact CI command, `./mvnw -B -ntp clean verify`, succeeds for all 8 modules, including existing tests, Checkstyle, and license checks. - `git diff --check` passes.
