To have INFRA do something you need to create a JIRA issue under the INFRA 
project. However, I dug through the wiki and found that Jenkins was managed by 
LDAP and Paul should be able to grant you access[1]:

"modify_appgroups.pl hudson-jobadmin --add=<Apache username>"
