Review request in support of open social actions

Hi All,

I have submitted a review request at https://reviews.apache.org/r/9335/ to fire 
ON_PRELOADED lifecycle events after container.preloadCaches(). This is needed 
to support the open social actions feature when the container does not preload 
gadgets individually but instead uses preloadCaches.  If anyone has the time, 
could you please take a look and give feedback this week?
