Custom filters are initialized in init method of IniShiroFilter.
EnvironmentLoaderListener runs before filters and is unable to access custom
filters.
How to reproduce it: define and use custom filter in Shiro.ini of samples-web
application:
[main]
shiro.loginUrl = /login.jsp
# create custom filter
filter=org.apache.shiro.web.filter.authc.FormAuthenticationFilter
...
[urls]
# Use custom filter defined above
/login.jsp = filter
/logout = logout
/account/** = filter
/remoting/** = filter, roles[b2bClient], perms["remote:invoke:lan,wan"]

Exception thrown on application start-up:
java.lang.IllegalArgumentException: There is no filter with name 'filter' to
