Sorry, I missed [1] when I looked for discussion of this. Sounds reasonable to
use Apache-Extras or a Github or an SF project (with appropriate disclaimers)
to host contrib modules. Struts itself has used SF for this kind of thing for
years [2]. The examples bundled with the distro are very useful, though. It
comes down to a judgement call what ends up included in the project. Sorry I
missed [1].
